The area along the Fox River where it empties into Green Bay became a natural stopping place for the woodland Indian tribes, French voyagers, fur trappers and Jesuit missionaries as far back as the 17th century. In 1634, this are became the first settlement of Wisconsin, 14 years after the Pilgrims landed at Plymouth Rock.

Originally the French settled in the area prior to being driven out by the British during the year 1763. The British retained it as a stronghold until the war of the year 1812. This area was a major fur trading center. The fur trading business had given way to lumbering by the time Wisconsin achieved its statehood during 1848. In the year 1895, the very first paper mill was built. This established a staple business that is currently still a strong part of the economy.

In the year 1838, the area of Green Bay was formed and consolidated during 1895 along with Fort Howard City to make the new Green Bay.
